Reservations Again...

आर्थिक दुर्बलांनाही आरक्षण हवे - मुख्यमंत्री मायावती

आर्थिकदृष्ट्या दुर्बल आणि धार्मिक अल्पसंख्याकांसाठी आरक्षण ठेवावे, असे आग्रही प्रतिपादन उत्तर प्रदेशच्या मुख्यमंत्री मायावती यांनी आज केले. मुख्यमंत्रिपदाची शपथ घेतल्यानंतर पत्रकार परिषदेत बोलताना त्यांनी गुन्हेगारी प्रवृत्तीच्या नेत्यांचे संरक्षण काढून घेतले जाईल, असेही जाहीर केले.
उच्चवर्णीयांमधील आर्थिकदृष्ट्या दुर्बल असलेल्यांच्या प्रगतीसाठी आरक्षण असले पाहिजे, असे मत त्यांनी मांडले. ""या संदर्भात केंद्राने विधेयक आणले तर आम्ही त्याचे स्वागतच करू. पण तसे झाले नाही, तर उत्तर प्रदेशात आमचा मार्ग आम्ही ठरवू,'' असे त्या म्हणाल्या.

There could be limited reservations in education only for the economically backward persons of ALL castes & none on the basis of SC/ST or OBCs.
Let everyone one compete on merit alone,whether in education [or jobs].Backward caste students too have excelled themselves purely on merit alone & will continue to do so in future too.If they qualify & are genuinely poor,they could be accommodated in quotas,where fees are lower,but it should stop here.
Make India a casteless & classless society & we will mix & mingle better!But then Indian politics is another ball game!Will it ever be allowed?

The practice of unsociability is continued in India for last 5000 years. How can a student from lower caste to compete with the student of upper class? The reservation of lower caste should continue for another 500 years more. The reservation on the basis of lower income should be an additional consideration.

आरक्षणाचा अर्थ प्रत्येकजण आपापल्या सोई प्रमाणे लावतो. राजकारण्याच्या दृष्टीतून आरक्षण म्हणजे मते मिळवण्याचा हुकमी एक्का. कांहिही न करता निबड्णूक जिंकण्याचे हत्यार. तथाकथित उच्चवर्णियांचे मते चांगले गुण मिळुनही प्रवेश किंवा नोकरीतील अडथळा. जास्त गुण म्हणजे जास्त गुणवत्ता असा सोईस्कर समज. समजा तिघातील पहिला सदाशिव पेठेत राहतो, दुसरा सोमवार पेठेत व तिसरा येरवड्याच्या झोपडपट्टीत. त्याना शर्यतीकरता बोलावले. राहत्या घरापासून पर्वतीवर पोहचायचे. त्यांचा वेळ मोजला. पहिल्याला ३० मिनटे लागली त्याला ८० % गुण, दुसरा ४५ मिनटात पोहचला म्हणून ६०% गुण, तिसरा ६० मिनटात पोहचला म्हणून ४०% गुण. आता या गुणावरुन गुणवत्ता ठरवता येईल काय? तरी पण सदाशिवपेठी रडगाणे गाणारच. तिघानाही प्रथम सदाशिवपेठेत आणा व मग शर्यत लावा असा विचार कोणाच्या मनात सुध्दा येत नाही. नुकत्याच आलेल्या भारतीय प्रशासन सेवेत पहिला आलेला मुलगा इतर मागास वर्गियात मोडतो तर मुलगी अनुसूचित जमातीत. गुणवत्ता हा कोठल्याहि धर्माची अगर जातीची मक्तेदारी नाही हे आपण का समजून घेत नाही?

आर्थिक मागासलेपण म्हणजे काय? त्याना आरक्षण कश्यासाठी? ज्यांच्याकडे गुणवत्ता आहे पण शिकावयला पैसे नाहीत त्याना मदतीची आवश्यकता आहे. परंतु, कसल्या मदतीची? त्याना शिष्यवृत्ती द्या. आरक्षण कशा साठी? राजकारण्याना हे समजते. परंतु, शिष्यवृत्तीतून पर्शेंटेज मिळत नाही ही अडचण आहे.

आरक्षण हा उपाय गेली कित्येक वर्षे करुन पाहिला. थोडा बहुत फायदा झाला. तसेच तोटाही खूप झाला. आरक्षणापेक्षा प्रशिक्षणाची व शिष्यवृत्तीची जास्त आब्श्यकता आहे, उत्तम शिक्षण संस्थांचा विस्तार व गुणवत्त वाढवलीच पाहिजे, रोजगार वाढवण्याची नितांत गरज आहे.

राजकारण्यानो गाजरे दाखबण्याचा उद्योग बंद करा, दर्जेदार शिक्षण संस्थांचा विस्तार क्रा, शिष्यवृत्या द्या. इतरानी रडगाणी बंद करा, दुर्बलाना खुषीने मदत करा. विचार करा शत्रुने हल्ला केला तर प्रथम बायका मुलाना सुरक्षित स्थानी पोहोचवतो. का तर ते दुर्बळ असतात म्हणून. समाजापासून हीच अपेक्षा असते.

आपले वरचे विचार बरेचसे पटले.आर्थिकद्रुष्ट्या दुर्बलांना शिक्षणासाथी अर्थसहाय्य देणे केव्हाहि चांगले व थोड्याफ़ार प्रमाणात ते अस्तित्वात पण आहे.यासाठीची पात्रता सर्व स्तरांच्या लोकांना लागू करावी मग ते मागासलेले असोत किंवा उच्चवर्णीय असोत.पण फ़क्त जातींवर आरक्षण मला मुळीच पसंत नाही.
हल्लीच्या या जातीच्या धोरणामुळे व पुढा-यांच्या फ़ुस लावण्यामुळे कष्टकरी प्रामाणिक लोक जातीच्या नावाखाली आक्रमक,काहीसे कामचुकार व थोडेफ़ार निर्लज्ज पण होत चालले आहेत हे कोणी उघडपणे मान्य केले नाही तरी याचा प्रत्यय नियमितपणे येत असतोच.
तामीळनाडूमध्ये निरनिराळ्या जातींसाठी ६९% आरक्षण आहे व इतरत्र ५०% आहे.यामुळे सवर्णांना व इतर जातीना ज्यांना आरक्षणाची कवचकुंडले परिधान करता येत नाहीत त्यांचे प्रचंड नुकसान होत आहे!शिवाय समाज जातींच्या आधारावर दुभागला जात आहे.मतपेट्यांचे राजकारण दूर ठेवुन आपण पहिले स्वतंत्र भारताचे रहिवासी आहोत व आपली जातजमात नगण्य आहे ही भावना सर्वांच्या मनांत रूजू झाली तरच ख-या अर्थाने या देशाचा विकास होईल!
श्री.सुरेश यांचे blog वरचे विचार चांगले समतोल असूनहि या विषयावरच्या खालच्या जातींसाठी आणखी ५०० वर्षे आरक्षण चालू ठेवण्याच्या मताशी मी बिलकुल सहमत नाही.फ़क्त आर्थिकदृष्ट्या दुर्बलांना आरक्षण ठेवावे पण धार्मिक अल्पसंख्याकांसाठी ठेवू नये असे माझे ठाम मत आहे!

सुभाष भाटे, माझ्या लक्षात आले. मी माझा विचार व्यवस्थित मांडला नाही. थोडक्यात सांगतो. मी उदाहरणात म्हटल्याप्रमाणे, मागास वर्गियाना सदाशीवपेठेत आणण्याची व आर्थिकदृष्ट्या दुर्बलांना शिक्षणाकरता पैशाची आब्श्यकता आहे. मी असेही मत मांडले की, आरक्षणाच्याधोरणामुळे तोटे झाले.

याचा अर्थ कोणालाही आरक्षण नको. मागास वर्गियाना विशेष प्रशिक्षण व आर्थिकदृष्ट्या दुर्बलांना शिक्षणासाठी पैसे आवश्यक आहे. ते द्या.

'आर्थिकदृष्ट्या दुर्बलांना आरक्षण ठेवावे पण धार्मिक अल्पसंख्याकांसाठी ठेवू नये' असे का? आपली द्विधा मनस्थिती झालेली दिसते!

आपल्या देशातल्या सध्याच्या राजकारणाकडे व परिस्थितीकडे पाहून सामान्य नागरिकांची द्विधा मनस्थिती होते हे खरे आहे व त्याला मीपण अपवाद नाही.मी YOUTH FOR EQUALITY या कम्युनिटीवर वाचत व कधीकधी लिहित असतो.येथे लिहिणारे बहुतेक सळसळत्या रक्ताचे तरूण आहेत,पण एक गोष्ट प्रकर्षाने जाणवते की ते सर्व जातींवर आरक्षणाच्या पूर्ण विरोधात आहेत!
आपल्या देशांत इतके विभिन्न व परस्परविरोधी मतप्रवाह आहेत की ब्लोगवर लिहिणार-यां फ़ार थोड्या लोकांच्या मताने कोणालाच फ़ारसा फ़रक पडत नाही,तरीसुद्धा आपले व श्री.सुरेश यांचे वेळात वेळ काढून लिहिणे मला फ़ार भावते.ब्लोग वाचक खूप आहेत हे hit counter चा अतिजलद वाढणा-या आकड्यावरून लक्षात येते व आजकालच्या माहिती अधिकाराच्या जगात लोकांपर्यंत माहिती पोचविणे व त्यांची मते अजमावणे ही अतिचांगली सेवा सकाळ ब्लोग करत आहे.

गेली चाळीस वषँ मी आकीँटेक्‍टचा व्‍यवसाय करीत आहे. सवँसाधारणपणे घरे बांधून घेणारे मालक हे गभँश्रीमंत उच्‍च वगाँतील व बांधणारे मजूर पिढ्यान पिढ्या गरीब खालच्‍या बगाँतील आढळतात. या दोन्‍ही थरातील कुटूंबीयांशी माझा जिव्‍हाळ्‍याचा संबंध येतो. यांच्‍या मागील सात-आठ पिढ्यांचा आढावा घेतल्‍यास असे लक्ष्‍यात येते की गेली पाच हजार वषँ चालत आलेली अनिष्‍ट सामाजिक परीथ्‍तिती याचे कारण आहो. या दोन्‍ही षगाँतील उमेदवार एका पातळीवर येण्‍यास अजून पाचशे वषँ सहज लागतील.

Paswan demands separate budget allocation for SCs, STs

New Delhi, May 18 : Steel, Chemicals and Fertilisers Minister Ram Vilas Paswan on Friday demanded separate allocation of funds in the budget for Scheduled Castes, Scheduled Tribes, minorities and backward communities.

Calling for establishing socially just and casteless society through empowerment of the downtrodden through education, he said it was essential to provide equal opportunities in elementary education for the sake of fair competition.

Speaking at the concluding session of a two-day conference on 'Empowerment of Scheduled Castes/Scheduled Tribes and Minorities through Elementary Education' here, Paswan advocated the cause of basic education.

He said that villages with more than 40 percent population of SC/ST and minorities and backward communities should be adopted as 'Model Villages' and should be provided with quality residential education institutions.

He also supported reservation of seats in private schools for the students from Below Poverty Line (BPL) families in order to provide them equal opportunities in quality education. Criticising those who get admission on the basis of capitation fees, Paswan asked, "is it not another kind of reservation where a less deserving candidate gets preference over a deserving candidate?"

Quoting the history, the Minister said that Muslims, Christians, Sikhs and Buddhists, and other minorities were not foreigners. "Dr. (Bhimrao Ramji) Ambedkar chose to convert to Buddhism not because the Buddha was a SC/ST or backward, but because he preached and practiced equality. Those who converted to Buddhism with Dr. Ambedkar were mostly dalits," he said.

He went on to say that depriving SCs, STs and minorities of their constitutional rights was a serious and a long standing problem, which needed to be addressed with all out efforts.

Expressing concern over diminishing job opportunity in public sector undertakings in the wake of disinvestments, the Minister said reservation was justified in private sector also.

द्विधा मनस्थिती होण्याचे बहुतेक लोकांचे कारण केवळ एकच. समस्येचे पुर्ण उकलन व करता न्याधिशाच्या थाटात उपाय सांगणे. तरुण मुले, मुली स्वत:ला आलेली अडचण पाहुन त्यावर स्वत:ला फयदेशीर असलेला उपाय सुचवतात. मनात त्यांच्या पुर्ण खात्री असते की ते म्हणतात ते सत्य. अपु-या महितीवर आधारित निर्णय बहुधा चुकीचा असतो. तरुणाना ही गोष्ट समजाऊ सांगितली पाहिजे. त्याना निरनिराळ्या स्थरातील लोकांचे जीवन जवळून पाहुन मत बनवण्यास उद्युक्त केले पाहिजे.

दोन्‍ही links वाचल्‍या व आवडल्‍या. ओशो - भगवान रजनीशांचे lecture प़त्‍यक्ष ऐकले आहेत. त्‍यांची अनेक पुस्‍तके वाचलेली आहेत. वीस वषाँपूवीँ माझे मत परिवतँन झालेच व वतँणुकीत आनंददायी बदल झाला.

मी धार्मिक नाही. रामायण, महाभारत जरुर वाचले आहे. मला गाडगे महाराज, साईबाबा सारखे संत आवडतात. आसारामबापू सारखे संत आवड्त नाहीत. मी दिलेल्य कड्यामध्ये वैद्न्यानिक दृष्टीकोण आढळला म्हणून मला ते विचार पटले.

To all,
Someone have given example of Sadashiv peth. He said that first bring all people in Sadashivpeth and then let them compete.

I will tell you another aspect of this with my example.

I am from open category.And my friend 'xyz' is from reserved category.
His father and my father were working for same dept. of Mah. Govt. at same post. His father got up to there through reservations(jobs and promotions).

Me and one of my friend were studying/staying in the same colony. Joined same college and tution classes for HSC. When results of HSC came out I got 93% and he got 80%.

I wanted admission to Govt. College pune but I never got it, but this friend of mine got admission tosame college for comp. Engg. with those 80%.
After completing Engineering he got admission to IIM Bengalore through reservations and I had stuggle for getting admission to some prestigious institue with 94 percentile score.

Although we started from same level he has taken advantage of his cast and got admitted to very good colleges.But I have seen some people who leaft engineering because they did not have monaey to pay fees.

So what I want to ask is, who deserves the benifits of democracy more?
"Those who reaaly need it and those who get it by birth".

Think on it.

Anonymous has addressed all and put up his case. He feels that injustice has been done to
him in spite his friend and himself had same environment for studies. His friend although
secured less marks in examination got an opportunity to study computer engineering and he was denied.

Let us consider his case.

First, what is merit? Is more marks means higher merit? I will tell you what I faced during my
school days. I was considered as the highest scorer in my class. I thought I am brilliant. Once I went to a small village. There I was trying to impress all children of my age. I was trying to
tell them how much I know and how brilliant I am. All were impressed. However one boy
appeared to be not impressed by me. I asked him whether he believes in what I said. He
simply said I have nothing to say simply because he did not know any thing about it. Then he
challenged me. He shot a puzzle at me and asked me to tell the answer. It was some thing
like this. One man wanted to know from a farmer whether some one went ahead of him on
the same road he was walking. He asked " हे आडव्याबरच्या उभ्या, दोन
पायावरुन तीन गेलेले पाहिलेस का?" I stressed my memory, my logic and all thinking power but could not reply him. He gave me a satisfactory reply. What does this mean? Was that boy more knowledgeable than me? Was he more meritorious than me? In
my opinion the environment had been different so he knew those things. He did not know
what I knew because of the same reason.

Another test of equality of environment would be marriage. All of us wish to get married
within not only the same religion but within the same caste. There are specific advantages
of this. However, disadvantages prove to be disastrous.

Second question is whether the environments for Anonymous and his friend were same? It
appears those were same. However this is not the total view. Residence and father are not
the total factors. Mother, sister, brother, relatives, where the relatives stay, who contacts and
many more. So simply because father of respective boy work in the same office, earn same
income does not make circumstances identical. I feel probably, under some different circumstances I would not have even reached SSC. I know some who in spite of having
capabilities did not reach SSC although they had equal or higher capability but not conducive environment.

To assess merit there cannot be common, universal and eternal methods. However, there is
no other way to decide it. Even there is no guarantee that the Anonymous would have got
admission if his friend would have been denied a seat. There is a need for giving some advantage for those who cannot have same environment as others. The present method of reservation needs rethinking. Better solution would have been efforts should be made to equalise environment. There is inescapable need to give first priority for education. Make
education free or at least give interest free loan for education. Give specific training for those who cannot compete because of their environment. Ensure their full capabilities get proper exposure, capabilities are utilised fully.

It must be understood that reservation is a shortcut used by politicians to make vote banks.
This is not a real solution in present world. Creating conducive environment is the present
day solution. This needs free education for all, training for those who are lagging behind and
denying recognition to religion and caste.

P.S. We have enjoyed for thousands of years and we still enjoy benefit by birth. Better not talk about it
