No Rules, Please!

पालिका अधिकाऱ्यास जिवंत जाळण्याचा प्रयत्न

गोरेगाव-पूर्व येथे अनधिकृत बांधकाम तोडण्यासाठी गेलेल्या पालिकेच्या एका सहायक आयुक्तावर रॉकेल टाकून जाळण्याचा प्रयत्न आज करण्यात आला. या अधिकाऱ्यावर रॉकेल टाकणाऱ्या एका महिलेसह तीन जण फरारी झाले आहेत. गोरेगाव-दिंडोशी येथील कन्यापाडातील नाल्यावर गेल्या काही वर्षांपासून अनधिकृत बांधकाम आहे. पावसाळ्याच्या पार्श्‍वभूमीवर या बांधकामाची पाहणी पालिका उपायुक्त विजय कळम पाटील यांनी काल केली. त्यानंतर त्यांच्या सूचनेनुसार पी-दक्षिण विभागाचे सहायक आयुक्त बाबासाहेब पवार हे आपल्या पथकासह आज दुपारी हे बांधकाम तोडण्यासाठी गेले होते. तेव्हा तेथील सुलताना शेख आणि तिची मुले अमर शेख व रेहमान शेख यांनी पालिका कर्मचाऱ्यांच्या कारवाईत अडथळा आणला. तसेच त्यांनी पवार यांच्यावर रॉकेलचा कॅन ओतून त्यांना जाळण्याचा प्रयत्न केला; मात्र वेळीच पालिका कर्मचारी व रहिवाशांनी हस्तक्षेप केल्यामुळे अनर्थ टळला.

ही तर अगतिकता. शहरामध्ये घर सोडा झोपडी बांधायलाही जागा मिळत नाही. महापालिकेचे अधिकारी हजारो चौरस मिटरची अनधिकृत बांधकामाना हात लावत नाही. छोट्या बांधकामावर लगेच कारवाई करते.

या घटनेची पुनरावृत्ती थांबवावयाची असेल तर छोटा मोठा भेद न करता सर्वाना कडक शिक्षा करा.

तसा खरा विचार केला तर ही परिस्थिती कशामुळे उदभवते?कारण हेच महानगरपालिकेचे महाभाग त्यांच्या विभागात कामे व्यवस्थित नियमांप्रमाणे व मंजूर केलेल्या प्लनप्रमाणे होत आहेत का नाही हे तपासण्याची तसदी कधीच घेत नाहित तसेच अनधिकृत बांधकामे होउ नये म्हणून तपासण्यासाठी क्वच्चितच चक्कर मारतात.part or full भोगवटा पत्र त्यांच्या दप्तरी "अर्थपूर्ण" देवाणघेवाण झाल्यावर बहाल केले जाते.
आता नवीन कडक आयुक्त आल्यामुळे आदेशाप्रमाणे field मध्ये गेल्यावर यांना पहिल्यांदाच आपल्या विभागातील अनधिकृत बांधकामे दिसली व लक्षात आले की ती पाडण्याची गरज आहे.आधी कायदा गुंडाळून ठेवायचा व जमावाने कारवाईत अडथळा आणल्यावर कायद्याचे संरक्षण मागायचे ही दुटप्पी भुमिका घेतल्यावर यांना आपल्याच दुष्क्रुत्यांची फ़ळे भोगायला लागत आहेत."जशी करणी,तशी भरणी".
तर या प्रकरणात दोन्ही बाजुच्या दोषी व्यक्तीना कडक शिक्षा व्हावी!

mumbai is already overloaded so this things are going to be happened again & again until permit system for outsiders is come into act

All this is with worship of the politicians. So those establishments should be ruined first so common people can get confidance. This country needs millions of T. Chandrashekhar and T. N. Sheshan's.

To avoid such possibilities following steps should be taken.
1. Regularly carry out aerial survey. With advancement of technology Any Municipality can get aerial maps periodically and locate unauthorised construction smaller big.
2. There should be rule to demolish unauthorised construction w/o prior notice.
3. Demolition should start after rains say from 02 Oct of every year and continue till end of April in the following year.
4. Cost of demolition must be recovered from the person responsible for construction including contractor.
5. Any one who protest, obstructs, or complains against demolition should be put in prison first and then heard.

More permanent solution would be
1. Growth of cities and towns should be stopped i.e. no new business, factory or any thing which increases employment in the city/town must be discouraged.
2. Our employment stagy must be reworked.
3. Develop communication and other services in different manner.
4. Construct super express highway and fast train tracks in draught stuck area.
5. Provide industrial electricity feeder along the road.
6. Provide water supply line along the road. Water for this should be collected in the surrounding area. Rain water harvesting, re-coupment of ground water and similar projects need to be given high priority. Avoid big dams though.
7. At suitable locations along the highway preferably every 5-10 km develop a self supporting town that is housing people, providing them employment (factories, services and business etc.) This will discourage crowding of present cities.

I fully support Shri.Madhav Bamne's ideas above.Well thought out & suggested.
Though have been driving on J.M.Road regularly,last evening,after many months had to walk around Jangli Maharaj road on both sides extensively.The commercialisation of the area,the indisciplined parking of thousands of vehicles,the filth & squalour around the broken footpaths & road sides was revolting to say the least.Most pathetic our Pune has become due to the neglect & greed of the politicians & PMC!
Could not believe this was the same road.Same applies to most good roads of yesteryears which look like ghosts!

Nice of you Subhash to appreciate my views in constuctive way. Me and all of us have experienced the problems you faced on Jangalimaharaj Road. We also know it is cheaper to construct on virgin ground than improve the existing. Other aspect is developing big cities like Mumbai or Pune or Nagpur who is benefitted? Taxes are collected by Central Government, employment goes to migrants from other States, What we get is dirty environment and surroundings we never have witnessed.

The basic reason for this is greedy politicians as you have rightly brought out. However, in present democratic system money is needed to get elected. Where do you think the money should come? Definitely not from the personal lawful income of the politicians. Remember they have siezed to be social workers. They are politicians by profession. There is a need to do away with this expenditure.

I am totally convinced that the Government should draw out charter of election campain and pay directly instead of spending indirectly.

The other benefits would be a real social worker would be in a position to contest election and would be in position to face the challenges of greedy politicians.
