तीन जीव गेले... आपण बघतच बसायचं?

A news from Pune, but applicable to all of us...Do we have courage to come forward in face of a mishap or a crime at a public place?

"पुणेकर फक्त बघे आहेत... कुणाचं आयुष्य त्यांच्यासमोर उद्‌ध्वस्त झालं, तरीही पुढं येऊन काही सांगण्याची हिंमत त्यांच्यात नाही... त्याचमुळं आमची तरुण मुलं काहीही चूक नसताना रस्त्यावरच्या अपघातांत मारली गेली, तरीही दिवसाढवळ्या झालेला हा अपघात कोणी केला हे सांगायला कुणीच पुढं येत नाही...' ......
हा आक्रोश आहे तीन कुटुंबांचा. गेल्या एका महिन्यात पुण्यातील रस्त्यांवर झालेल्या तीन अपघातांत तीन घरांनी त्यांच्या हाताशी आलेली मुले गमाविली आहेत; पण या दुर्घटनांना साक्षीदार नसल्याने अपघात करणारे दोषी मात्र अजूनही राजरोस फिरत आहेत.

पहिली घटना आहे सहा जूनची... अरुण शैलेश दळवी (वय १८) या विद्यार्थ्याला एम्प्रेस गार्डनसमोर भरधाव मोटारीने धडक दिली. याच परिसरामध्ये पुणे कॅंटोन्मेंट बोर्डाचा जकात नाका आहे. त्यामुळे परिसरात सतत वर्दळ असते. दुपारची ही दुर्घटना नक्की कशी झाली, हे किमान शंभर जणांनी पाहिले असणार. प्रत्यक्षात माहिती द्यायला मात्र कोणीही पुढे आलेले नाही. साक्षीदार नसल्याने पोलिसांना तपास करता येत नाही आणि साक्षीदार शोधण्यासाठी त्यांच्याकडे मनुष्यबळ नाही! अठरा वर्षांच्या अरुणला पोलिसांनी त्यांच्या गाडीतून ससून रुग्णालयात नेले. तेथे त्याला मृत जाहीर करण्यात आले. अशा वेळेस पोलिस रुग्णवाहिका बोलावू शकत नाहीत का? त्याला आधी योग्य उपचार मिळाले असते, तर त्याचा जीव वाचला नसता का? "ससून'ऐवजी जवळच्या खासगी रुग्णालयात त्याला नेता आले नसते का? एकुलत्या एक अरुणच्या मृत्यूच्या धक्‍क्‍याने हादरून गेलेले त्याचे आई-वडील आणि नातेवाईक असे असंख्य प्रश्‍न विचारत आहेत. त्याला आपल्याकडे काही उत्तर आहे?

दुसरी दुर्घटना आहे २९ जूनची... लक्ष्मीनगर झोपडपट्टीत राहणाऱ्या अकबर अजमेरी (वय २०) याचा ट्रकच्या मागच्या चाकाखाली चिरडून मृत्यू झाला. त्याच्या आई-वडिलांनी पोलिसांशी संपर्क साधला. ट्रकचालकाला किमान अटक केली का, असे विचारल्यावर उत्तर मिळाले, "साक्षीदार नाहीत'. त्याच्या पालकांनी साक्षीदार शोधून देण्याची तयारी दाखविल्यानंतर सांगण्यात आले, "तुमच्या मुलाची चूक होती, म्हणून तो ट्रकच्या मागच्या चाकाखाली गेला, असे काही साक्षीदारांनीच सांगितले. त्यातही ट्रकचालक स्वतःहून पोलिसांमध्ये दाखल झाला, म्हणून त्याला अटक न करता सोडून देण्यात आले.' आईने शिकवण्या करून बारावीपर्यंत शिकविलेल्या आणि आता एका "बीपीओ'मध्ये नोकरी करून आपल्या कुटुंबाचा आधारस्तंभ बनलेला अकबर केवळ झोपडपट्टीत राहत होता, म्हणून त्याच्या जगण्याची किंमत नाही का, असा प्रश्‍न त्याची आई विचारते आहे. त्याला आपल्याकडे उत्तर आहे?

तिसरी घटना आहे तीन जुलैची... "अभिमानश्री' या औंधमधील उच्चभ्रूंच्या वसाहतीजवळ सकाळी दहाला अंकुर गोठी (वय २०) या विद्यार्थ्याला अपघाती मरण आले. त्याला नक्की कोणी धडक दिली, याबाबत माहिती देण्यास कोणीच साक्षीदार पुढे आला नाही. अंकुरच्या नातेवाइकांनीच धावपळ केली; काही वाहनांवर संशयही व्यक्त केला. पोलिसांनी विचारपूस केल्यानंतर, हा अपघात एका क्रेनचालकाने केल्याचे आढळले. क्रेनचालकाला अटक झाली; पण सकाळी दहाला दुर्घटना झाल्यानंतरही ती नक्की कशी झाली, कोणी केली, हे सांगण्यासाठी साक्षीदार पुढे आला नव्हता, हे वास्तव राहतेच.

दिल्ली किंवा मुंबईमध्ये अशा "हिट अँड रन'च्या घटना घडल्या, की माध्यमांमधून त्याची चर्चा होते. पुण्यात एका महिन्यामध्ये तीन कुटुंबांची स्वप्ने अशा प्रकारे उमलण्याआधी मिटून गेली. गेलेली माणसे पुन्हा येणार नाहीत, हे या सर्वच कुटुंबीयांना माहिती आहे. मात्र, दोषींना शिक्षा व्हावी, त्यांनी उजळ माथ्याने फिरून आणखी काही बळी घेऊ नयेत, असे त्यांना वाटते. प्रश्‍न आहे, तो या प्रकरणांमध्ये पुढे येऊन निश्‍चित स्वरूपाची साक्ष द्यायला कोण तयार होणार याचा. तसे झाले नाही, तर मात्र आपण सर्वच आरोपींच्या पिंजऱ्यात असू, हे नक्की.

आपली मानसिकता स्वातंत्र्य मिळाले तरी बदलली नाही. पोलीस हा जनतेचा मित्र असण्याऎवजी जनतेचा मालक म्हणून वागतो. शासनाच्या सर्वच खात्यात असेच आहे. शासकिय कर्मचारी जनतेकडे 'भिकारी' म्हणून पाहतात. खात्याअंतर्गत एखाद्या कर्मचाऱ्याने नवीन सुचवले तर त्या कर्मचाऱ्यावर सर्व जबाबदारी टाकून त्यालाच तो प्रयोग करावयास लावतात. जर प्रयोग फसला तर त्याच्यावर सर्व जबाबदारी टाकून त्याला शिक्षा करतात.

शासन जो पर्यंत आपली मानसिकता बदलत नाही तो पर्यंत साक्ष देण्यास कोणीही पुढे येणार नाही.

its realy a shamefull act for all the punekars. these things are happening openly on road and we are doing nothing against it. but if we have a look on the other side of the incident, it is the duty of every individual to follow traffic rules and to obey them. when these kinds of incidents happen than we think about the traffic hazards. if it is the duty of the police to maintain the traffic chaos than is it not the duty of every individual to follow it. in todays fast life these kind of incidents are not new for us, bocz every one is bothered of his personal problem and he or she is not intrested on what is happening around us.bcoz they know if they say that they know the culprit than one thing is sure that they have go through all the official level of police and this is the thing one dont want to get involve in.

I agree with Nilesh that vehicle riders must follow traffic rules. People find it is easy to get out of any trouble arising out of breaking traffic rules. Once in thousand times pay some money and the problem is solved. To overcome this, the traffic police should take driving licence and give a receipt. The driver should be asked to collect it from a specific police station on presentation of the receipt. Police officers in the police station must give a public counselling to all such defaulters. There should not be a specific time for this but the driver must report at specified time and wait for the police officer to give counselling. May be after waiting for a few hours the driver be asked to report on some other day and time. A procedure like this may prove to be a deterrent than monetary fine. I feel it would improve the situation and no one would dare to break traffic rules.

Even after doing this, the main obstacle remains. Harassment to witness by police. Police treats the witness as culprit. Police feels their work is increased by the witness. No witness so close file is the quickest method to dispose of such cases. Police officers must give required counselling to the police and and make them understand that the witness is not a culprit but a VIP.

Actually i am not surprised with this incident. Punekar's are not the ones to act, they just know how to talk and do charcha...and this is very true.
Three years back my son was hit by a maruti car whose driver was drunk and was driving on the wrong side of the road. Since there was a traffic jam, the traffic was at standstill, but the drunken driver managed to escape, and the 'wonderful' thing was that no one had the presence of mind to note down the license plate number. Moreover. that car injured three other people too. If this happened in Mumbai, people would have stopped that driver, or atleast noted down his car number. And mind you, this happened in front of Chandi Chowk Police Chowki. This speaks volumes about the mentality of the people.

its because of police's sick behavior that people dont come forward as witnesses. it is very true that police behave with witness as culprit. they should rather guarantee the witness that nothing will happen to him and his identity will be kept secret.

in pune, police need serious training about how to speak with people(specially non-guilty),ethics and many more things. i have many times seen/read in papers how rudely they speak with people who are not culprit. this obviously intimidates common people.

besides police, our whole traffic system and government system should be strong enough to tackle such situations intelligently and honestly. those who voilate the rules, must be punished !! no matter which (political) family he belongs to or whatever !!!

i have been to mumbai many times and i can assure that mumbai police are way better than pune police. pune police should learn something from them. in mumbai my friend was caught for not wearning seat belt and he was fined for that act. my friend tried to escape the fine but the police did not leave him until he paid his fine. some police just give you warning(especially if you tell them that u r so and so's son etc etc) which is not good.if you break the rule, you must be fined so that you will think twice before breaking the rule next time.

finally i think its not just police's responsiblity, but also people's responsiblity to make the system better. if we work together hand in hand, we can make pune a better place to live !!

सौ. सुजाता गरुड यांचे म्हणणे १००% बरोबर आहे. पुणेकर असेच वागतात. त्यांच्या वागण्यामागचे कारण समजुन घेऊन त्यावर उपाय सुचवला पाहिजे. पोलिस जर साक्षीदाराशी नीट वागले तर प्रत्येक पुणेकर साक्ष द्यावयास पुढे येईल. पोलिसानी साक्षीदाराला विनाकारण १०० वेळा चौकीत बोलवुन त्याच त्या गोष्टी विचारु नयेत.

I agree with my friends on their comments. But if we observe, there is no one who comes forward as a Eye-Vitness.
According to my opinion, there is certain mistake in the system or procedure in handling such types of cases.

If common public gets following assurance, then they will definitely come forward as an Eye-Vitness --
1. No harrassment from the police to the Eye-Vitness.
2. Guarantee to arrest & be punished the driver in default.
3. Guarantee of "No-Revenge" from the Family or relatives of the punished driver.

But in India, nobody comes forward to give punishment to Afjal-Guru, even if lots of evidences are available against him.
Then the common public's thinking is that - If Afjal-Guru is not getting the punishment of Hanging out, How the drivers will get?
& if the drivers will not be punished, they will take their revenge with me.

Only due to this thinking, common public is not interested to come forward as an Eye-Vitness.

This is my pragmatic vision.

पोलिसी खाक्या व दरारा सर्वात जास्ती पोलिस स्टेशनवर दिसून येतो.तो गुन्हा करणा-या व्यक्तिंच्या बाबतीत ठीक व जरूर असतो.
तसेच काही कारणाकरता पोलिसांची मदत मागायला गेले तर समोरची व्यक्ती पाहून ते बरेचदा आपुलकीने व सहानुभूतीने उत्स्फ़ुर्त मदत करतात.
परंतु रस्त्यावर झालेल्या/पाहिलेल्या अपघाताबद्दल जर कोणी काही सांगायला धजाविलेच तर पहिल्यांदा हा कोण महामुर्ख स्वतःच्या फ़ावल्या वेळात त्यांना कष्ट देण्यास व स्वतःची मान पण अड्कविण्यास आला अशी वागणूक देतात व तक्रार नोंदविण्यास कांकू करतात.
येवढे झाल्यावरहि तक्रार नोंदवा असा आग्रह धरल्यास रीतसर नोंद करतात व त्या दिवसापासून सामान्य माणसाच्या पोलिस स्टेशन व नंतर कोर्टाच्या फ़े-या कायमच्या सुरू होतात जेणेकरून त्या व्यक्तीला व त्याच्या जवळच्या नातेवाईकांना कुठून ही ब्याद/आफ़त स्वतः ओढवून घेतली याचा पस्चात्ताप होउ लागतो.
आम जनतेला याची चांगली जाणीव असल्यामुळे ते या भानगडीत कधीच पडायला तयार नसतात.
त्यात hit & run गुन्हा करणारी व्यक्ती गुन्हेगारी स्वभावाची असली तर वेळप्रसंगी तीपण नांव व पत्ता काढून दम द्यायला पुढेमागे बघत नाही.
अपघातांच्या समस्येचे मूळ आपली बेसुमार वाढती लोकसंख्या,चंगळवाद,काही तरूणांची दारू पिउन मोठ्या अश्वशक्तीच्या गाड्या बेफ़ाम चालविण्याची प्रवृत्ती इत्यादि कारणातच आहे व याला कोणीच आळा घालू शकत नाही!
गेले ते सानेगुरुजींचे भूतदयेचे दिवस जेव्हा रस्यावर पडलेल्या घायाळ चिमणीलासुद्धा बाजूला नेउन पाणी व मलमपट्टी केली जायची.
रस्त्यांवर सांभाळून व दक्षतेने चाला/वाहन चालवा व स्वतःची कातडी सुरक्षीत ठेवा एवढच आजकालच्या जमान्यात शक्य व रास्त आहे.
फ़क्त वरिष्ठ पोलिसांनी जर लेखी आश्वासने दिली व त्यानंतर सतत पाळली व हे जर जनतेला कळले तरच थोडेफ़ार साक्षीदार तक्रार करण्यास कदाचित धजावतील.

Fear expressed by apg5588 is unfortunately true. Analysis of Shri Subhash Bhate is all pratical. Under these circumstances 'How to get witness' is a topic the police should debate among themseves and find a solution. This is the total responsibility of police. Police must bear this responsiblity and modify conduct.

i would like to add few thing to it, if police refuses to take ur comlaint then you may contact Deputy Comissionar, Joint Comissionar of police for the same. atleast in mumbai we have the same system, contact numbers of the concerned officers are written on a board in the police station.

Dear avi,
Here problem is how to get eye witness(es) for any accident on road. People don't come forward to give witness willingly. The reason is tendency of police treating witness as culprit. Police making witness to attend police station again and again. In fact many times the witness is trated much more cruelly than the culprit.

Police only can find a solution to this problem.
