राज्यातील पोलिस ठाणीही होताहेत "हायटेक'
राज्यातील ९९४ पोलिस ठाण्यांना 'इंटरनेट कनेक्‍टिव्हिटी'ने जोडण्याचा महत्त्वाकांक्षी प्रकल्प नव्या वर्षात कार्यान्वित केला जाणार आहे. "क्राईम ऍण्ड क्रिमिनल ट्रॅकिंग नेटवर्किंग सिस्टिम' (सीसीटीएनएस) या प्रकल्पांतर्गत पोलिस खात्यात "ई-गव्हर्नन्स' योजना राबविण्यासाठी महाराष्ट्र पोलिसांनी केंद्र सरकारकडे यंदा तीनशे कोटी रुपयांची मागणी केली आहे.
पोलिस खात्यातील कामकाजाच्या संगणकीकरणासाठी राज्य पोलिस दल "नाईन-एएस' हा पथदर्शी प्रकल्प राबविणार आहे. या प्रकल्पासाठी आवश्‍यक माहिती गोळा करण्याचे काम पूर्ण झाले आहे. सुरवातीच्या काळात मुंबई, ठाणे, पुणे, नवी मुंबई, नाशिक येथील पाच पोलिस आयुक्तालये आणि विशेष शाखांमध्ये हा प्रकल्प राबविला जाईल. दुसऱ्या टप्प्यात सर्व राज्यभर त्याची अंमलबजावणी होईल. राज्यातील दोन लाख पोलिसांच्या कामकाजाचे नियोजन त्याद्वारे करण्यात येणार आहे.
"कॉमन इंटिग्रेटेड पोलिस ऍप्लिकेशन' (सीपा) या प्रकल्पात राज्यातील दहा पोलिस आयुक्तालये आणि ३३ जिल्हा पोलिस अधीक्षक कार्यालये संगणकाद्वारे जोडण्याचा महत्त्वाकांक्षी निर्णय घेण्यात आला. नंतर याच प्रकल्पात सुधारणा करून तो "क्राईम ऍण्ड क्रिमिनल ट्रॅकिंग नेटवर्किंग सिस्टिम' असा करण्यात आला. "ब्यूरो ऑफ पोलिस रिसर्च ऍण्ड डेव्हलपमेंट'तर्फे तो राबविला जात आहे. केंद्र सरकारच्या साह्यातून हा प्रकल्प पाच वर्षांच्या कालावधीत राबविणार आहे. दोन हजार कोटी रुपयांचा निधी त्यासाठी राखून ठेवण्यात आला आहे. देशभरातील प्रत्येक पोलिस ठाण्यात दाखल होणारे गुन्हे व त्यांच्या तपासाची माहिती "ऑनलाइन' उपलब्ध होण्यासाठी करण्यात येणाऱ्या प्रयत्नांचाच हा एक भाग आहे. या प्रकल्पासाठी प्रत्येक ठाण्यात किमान पाच संगणक व पाच प्रिंटर मिळण्याची मागणी महाराष्ट्र पोलिसांनी केंद्राला केली आहे.
सध्या पोलिस दलात "ई-गव्हर्नन्स'च्या माध्यमातून "क्राईम ऍण्ड क्रिमिनल इन्फोसिस्टिम' (सीसीआयएस) व "फॅक्‍ट्‌स फाइव्ह' हे दोन प्रकल्प सुरू आहेत. "सीसीआयएस'द्वारे गुन्ह्याचा प्राथमिक माहिती अहवाल (एफआयआर) ते आरोपपत्र दाखल करण्यापर्यंतची माहिती उपलब्ध होते, तर "फॅक्‍ट्‌स फाइव्ह'मध्ये राज्यातील प्रत्येक गुन्हेगाराच्या बोटांच्या ठशांचे रेकॉर्ड ठेवण्याचे काम सुरू आहे. पुण्यातील राज्य गुन्हे अन्वेषण विभागामार्फत (सीआयडी) ते सुरू आहे.
सध्या राज्यातील प्रत्येक पोलिस आयुक्तालय आणि जिल्हा अधीक्षकांशी "ऑनलाइन' पत्रव्यवहार केला जातो. "ई-गव्हर्नन्स' प्रत्येक गावापर्यंत पोहण्यासाठी प्रयत्नशील राज्य सरकारची "ब्रॉडबॅंड कनेक्‍टिव्हिटी' येत्या वर्षभरात सर्वत्र पोचेल. त्यातून पोलिस यंत्रणेतील अंतर्गत गतिमान समन्वय राखला जाईल, असा विश्‍वास सहायक पोलिस महानिरीक्षक श्रीकांत तरवडे यांनी व्यक्त केला. पोलिस खात्यासाठी आवश्‍यक साधनसामग्रीची खरेदीसाठी ऑनलाइन निविदांची पद्धतही लवकरच सुरू करण्याचे सरकारचे प्रयत्न असल्याचे त्यांनी सांगितले.

-मुंबईसह राज्यात पोलिस दलांतर्गत "ऑनलाइन' पत्रव्यवहाराला म्हणावा तसा प्रतिसाद नाही
-ग्रामीण भागातील पोलिस ठाण्यांमध्ये कुशल मनुष्यबळाची आवश्‍यकता
या प्रयत्नाचा उपयोग पोलिस दलाची कार्यक्षमता वाढविण्यास तसेच सर्वसामान्यांच्या मनात पोलिसदलाबद्दल विश्‍वासार्हता निर्माण करण्यासाठी होऊ शकतो, असे आपल्याला वाटते का?

I think common man wont benefit from this.
"eGovernance" is a term used commonly for following principles / objectives / motives.
Government-to-Citizen, OR Government-to-Customer (G2C), OR
Government-to-Business (G2B), OR
Government-to-Government (G2G), OR
Government-to-Employees (G2E)
Here, the Dept of Home affairs, (police) of Maharashtra State is only spending money for adopting IT for its own use (G2G or G2E), (from the article it can be assumed).
As such, unless and until you report as to how many customer or citizen oriented benefits are going to be there by this money-spending, you may not get good response from the people. I give you only one example as hint. Can the people send an email to nearest police station in a prescribed format on police site (even being anonymous) when some goons play band / use loudspeakers in their locality after 10 pm ? How fast will the police act on such disturbance reports ?
SPEED is the objective in all IT projects apart from apparent other objectives such as Time is Money, Reducing Paper Works, accuracy and formalizing of documents and reports, etc.
We, the citizens need to know what is going to be the focus of the police that will help the citizens very clearly.
Public participation is a key to any eGoverment project success as the world has experienced in last 10 years since the term first came into existence in 1999 in the USA. The Clinton Admin had simply asked the states to come up with 500 electronic forms that citizens need to fill in daily life. How many forms are there with the Mah Police that they ask citizens to fill by hand and now plan to make electronic ?
Another story is slightly differentiating from this topic, but is equally important to note here. The eGovernance Standards Committee set up by the GOI has now come up (in Aug2008) with its 8th revised draft on Unique Personal Data to be collected and centrally computerized for all the citizens. A lot is being said and done to improve this draft before entering in a legislation. Its a bit strange that Govt of Andhra Pradesh has a representative there but there is no official representative from the State of Maharashtra ? I may be incorrect, but I have read that report and found it surprisingly strange.
At present there high priority need to clearly define
- Why the police force is required?
- Whats there objective?
- Whats there duty?
- Whom they are working?
Whatever the answer is that should be clear and known to the public transparently.
Right know there the felling is that
- Police force is there for the personal benefit of whoever is selected and worked as police officer.
- Police is instrument of politician used for there personal benefit.
- Police worked as broker to sell the law for Government or personal revenue generation e.g. Today common people feel Traffic Police motto is 'Brake the law/rule & pay money'.
Unfortunately traffic department work like 'broker' and not takings more effort to tell/force the people about to follow rule, try to establish discipline in between them.
Therefore people not giving respect to them and some time hit them, right now there image is like broker/salesman.
- No different picture in other police department
- Generally police seen on long duty for politicians visit or protection, why don't one different stream create in the department for this job.
- Very less effort is taken for investigation of crime cases, might because of the other duty.
Only make HighTech police department is not priority need of Police department its necessary to establish or Cristal clear the foundation or principals about the Police department on very HIGH PRIORITY and try to follow these basic principals which is in favor of common People . This will definitely improve confidence & the image of Police department in common people, these help to improve the moral and mental satisfaction of people working in police department, who is at present on high stress.
Right now don't spend any money for sake of technology.This will look like businessmen i.e. for more revenue invest money in this business.
