'None Of The Above'

Very high level of political corruption in India is not an issue to debate today. Gone are the times when a towering politician like Lal Bahadur Shastri had resigned as a railway minister on a single train accident. Today we find murderers, rapists and gangsters as our ministers across states and even at the Centre.
What are the options for a common Indian? He can vote. A vote is a weapon which has biggest power in a democracy when used collectively. But in a polity, where money and muscle are the rule of the day and a good politician is as rare as Neverland, voting lacks effective power. What if i have to choose from a list of a murderer, a thief, and a gangster? Either I will go on a one-day trip outside city instead of voting or I will end up electing a person who should not have been elected. Either way I am lost.

What can be the way for a citizen in such situation?

49- O of 1969 act
Did you guys know that there is a system in our constitution, as per the 1969 act, - section "49-O" - that a person can go to the polling booth, confirm his identity, get his finger marked and convey to the presiding election officer that he doesn't want to vote anyone?
Yes! such a feature is available, but obviously our notorious leaders have never disclosed it. this is called 49-O...
Why should you go and say "i vote nobody"?
... because, in a ward, if a candidate wins, say by xxx votes, and that particular ward has received more 49-O votes than xxx, the polling will be cancelled and will have to be re-polled.
Not only that, the candidature of the contestants will be removed and they cannot contest the re-poll, since people have already expressed their decision on them.
This would bring fear into parties and hence look for genuine candidates for their parties for the election. It would change the way, of our whole political system...
It is surprising that the election commission has not revealed such a feature to the public....

I feel that we should implement following system.

we should have only one sansad and not loksabha and rajyasabha.

60% members of this sansad should be elected in the way rajyasabha members are elected. We should also allow exceptional and eminant personalities from all the fields including I.A.S., MILITARY, NAVY AND AIRFORCE Officers to be part of this team. these members should not have any party tag and should be independent.

40% members should be elected in the way loksabha elections and there should be minimum educational qualification for every candidate.

once the sadan is formed all the members should elect the Prime Minister and the Cabinet and they sould perform their duties for the period of 7 years. Each one of them will have a target and it should be completed and evaluated after six years. The ministers who get more than 80% in this test should be qualified for next sadan.

Actually, all the voters do have a constitutional right of registering at the polling booth and not voting if the candidates are not suitable according to the voter. Pity, that noone seems to be aware of this.

There is a need to reduce No. of constituencies. We should have District as 1 constituency for Lok Sabha and Taluka as one constituency for Vidhan Sabha.

As Taluka and districts are formed based on administrative convenience this should work as the best solution.

There shall be no reasons to reorganise constituency and we will get rid of all the problems which arise due to reorganisation.

Changing a system is no way,i think the only way to beat the politicians in our country is to adopt the 49-0 of 1969 act,as my friend here has suggested and also be aware of the things around you and not be dumb we can also voice our concern opinions views on the Net and make a difference.
